Sorry this question is English, aber mein Deutsch ist schwierig zu begreifen. Some questions about this nice game:
1) if you destroy someone's ships from the beginning, and nobody is so kind to deliver wood&iron to his home harbour, that player is out for the game?
2) if all sailors are used, it is impossible to hire new, or can you replace your own people for free?

Both points are right, and are Construction- faults in the game. trie the following two rules, that are a solution for the problems:
1) Its only possible to attack a player, who has more than two galleys.
2) In every harbour can only be as many sailors, as the size of the harbour is (Four sailors in a four harbour...)
These two rules bring more strategie into the game, and prevent a rush strike at the beginning of the game, that can kill a player in the first turn.
