It is very early to discuss these aspects, this requires repeated playing. But I think chains of houses can be very mighty, since they bring a lot of weapons and victory points. And a large amount of weapons makes it easier to pursue own goals in the game. Nevertheless, as you have this betting system in the game, there's always room for surprises during the game, so that I don't think you can definitely count on that. Yet letting a player get a large chain of houses very early can bring him in a superior position for winning - but that's the other player's (a beginner's) fault then. Apart from that, at least I have to play Titicaca a lot more to learn, which situations cause which effects. For a beginner, it is quite hard to decide what a favourable move, especially when connecting regions, is and how much weapons to bet, so this takes some calculation and repeated playing.
